Job Description

Volunteer Service Abroad (VSA) volunteers receive a living allowance and accommodation, insurance, and medical costs are provided. Travel arrangements are organised and funded by VSA along with other costs.

The Office of the Public Service Commissioner (OPSC) promotes and implements policies and practices that support good governance across the public sector in the Cook Islands. A Policy and Planning Adviser is needed to help build the capacity of staff who are responsible for setting strategic direction.

In this assignment you’ll support OPSC to develop key organisational management policies, standards and legislation, enabling OPSC to achieve its purpose and provide effective guidance to other Public Service agencies. Although you’ll primarily be based with OPSC, you will work closely with a number of other agencies to ensure sustainability within the sector.

VSA has a strong commitment to building the capacity of the public sector in the Cook Islands in response to a request from the Cook Islands Government in 2015. This is a 2-year opportunity in Rarotonga, and is perfect for someone with a background working within local or central Government.

We are looking for a volunteer with:

– Experience in Public Sector management, developing strategies, public policies and plans – at a local or central Government level
– Experience in conducting legislative and policy analysis as well as in legislative and regulatory processes
– Excellent presentation and public speaking skills with the ability to communicate in a clear and concise manner
– Ability to negotiate with stakeholders

This is an assignment of up to 2-years based in the Cook Islands.
