Overseas Policy Adviser – Samoa
VSA volunteers receive a living allowance and accommodation, insurance, and medical costs are provided. Travel arrangements are organised and funded by VSA along with other costs.
With a broad mandate, the Ministry of Agriculture and Fisheries (MAF) regulates agriculture and fisheries for food security, income generating opportunities, and commercial development, while ensuring the sustainable management of resources. Their vision is to achieve self-sufficiency in food and increased income generating opportunities through farming for the people of Samoa.
In Samoa, the agricultural sector remains paramount for food security, good nutrition, prosperity and resilience in the face of climate change and associated natural disasters. Samoa’s focus on the agriculture and fisheries sectors’ productivity is increasing and production quality needs to be consistently high to ensure products are competitive in both the domestic and international markets.
Samoa needs to improve policy capability within the Ministry of Agriculture and Fisheries (MAF) to support government agricultural and export outcomes. Based in The Policy Communication Division at MAF, the volunteer will deliver structured training to staff in the areas of policy, monitoring, strategy development and implementation to support agricultural and export outcomes. You will also work alongside MAF staff to ensure they are using new agricultural and fisheries policies to deliver the Agricultural Sector Plan 2016-2020.
We are looking for a volunteer with:
– A relevant degree and/or equivalent experience in policy formulation
– 5 years’ experience reviewing, analysing and developing policies
– Demonstrated ability to undertake research and provide recommendations to develop/support policy development
– Demonstrated ability to coach and train staff in policy development
– Strong verbal and written communication skills

VSA’s response to COVID-19:
Although we have temporarily put our deployment of volunteers on hold due to COVID-19 restrictions and uncertainties both within New Zealand and across the wider Pacific, we’re continuing to recruit and build our talent pool of prospective volunteers so we can return to supporting our partner organisations and communities in the wider Pacific as soon as we can.
The Volunteer Recruitment team is continuing to work through all our current applications and keep in touch with applicants.
Recruitment will continue although our usual processes will be amended where necessary to ensure social distancing requirements are maintained, such as a greater emphasis on carrying out interviews remotely.
Meanwhile, Programme Managers are working with partner organisations and on updating assignment descriptions. This work will help us determine which skills and experience our volunteers will need once we begin to redeploy people in the Pacific.
