The role of a Census Collector is the key frontline position which supports the successful delivery of the local 2022 Census Test operation. The test operation is one of the mechanisms available to the 2023 Census programme for understanding the effectiveness of the Field Collection Operations model, from which intelligence is gathered, and then utilised to refine design, where necessary to maximise response rates and data quality.
Supporting initiatives to increase responsiveness to Māori, including actively working to support Te Ao Māori and build relationships with Iwi and key Māori stakeholders, the goal of the 2023 Census is to deliver quality census data for New Zealand. Through kanohi ki te kanohi interaction you will help your community to understand that data is used to help things like the building of hospitals, healthcare, schools and housing within their rohe so the value of the Census data collected is important to the future of whānau and their moko.
By having kanohi ki te kanohi interactions right in your local community, you will be setting the groundwork foundations of households being comfortable in their census response – understanding the value of the information they are providing, and just how their data may be utilised. This importance is amplified when it comes to Māori and Pasifika who have an evidenced lower participation rates of response, and as a result do not fully feature when it comes to accurate statistical representation and funding for the likes of Health, Education and Housing.
Te āhua o Te Tūrunga – The nature of the position.
So, what does a Census Collector do? Firstly, you will be representing Tatauranga Aotearoa Stats NZ on the doorsteps of households and businesses within your local hapori. You will have a range of daily tasks; checking and updating address information, delivering, and collecting Census materials to and from a variety of households and dwellings, journaling your experiences in the field as you go.
You’ll be given your own area, and within your area you will walk, carrying Census materials and use hand-held technology to undertake your Census work. Remembering that not all people will be at home at the same time (people may be at work, sleeping from shift work, taking children to school) the times you work will coincide with the highest likelihood of making direct contact with your respondents.
In advance of Census Day, you will drop packs to all households in your designated area of responsibility, which may also be at non-private dwellings such as hotels, campsites, residential care facilities, and hospitals. Promoting and encouraging Census completion as you go, you will be having conversations at each address, and be checking if any assistance is required. After Census day, you will return to collect the same packs, and follow-up at addresses that have not returned their forms to engage and encourage their participation. Taking personal responsibility for your own health, safety, and wellbeing by ensuring you are taking necessary rest breaks, water, and food breaks, and being vigilant by assessing risks, particularly when interacting with census respondents, driving, entering dwellings, and encountering animals.
You will be in regular contact with your team leader to report your daily movements, especially if you will be working out of cell phone coverage areas. Overall, you’ll need to be self-motivated, know what you need to do, and set out a plan of how to do it. You will work in good weather as well as when it’s not so good, and feel comfortable working on your own, striking up conversations and using your excellent communication skills to build rapport and encourage respondents who are hesitant to complete the forms.
Ngā tino Pūkenga/Wheako – Essential skills/experiences for the role.
Role requirements will necessitate you to have:
- A level of physical fitness that allows you walk for long periods, if required, and ability to read maps and follow street directions.
- Able to carry bags with the required field equipment and resources (around 5kg).
- Available and can commit to the work duration of the full 8-week temporary assignment – either 40-hour or 20-hour shifts, Monday to Sunday from 14th February 2022 through to 7 April 2022.
- Able to attend training from the 1st – 12th of February 2022.
- Hours of work are 12pm – 7.30pm Monday to Friday; 10am – 5.30pm on Saturday, Sunday.
- Current NZ Drivers Licence (minimum Restricted), but not essential.
- Also preferred, but not essential, is access to unrestricted use of a secure roadworthy vehicle with a minimum of 3rdparty insurance that you are willing to use for work.
- Right to live and work in Aotearoa and willingness to undergo relevant pre-employment checks.
